What Does 'Unlimited' eSIM Data Mean?
co:sim Team"Unlimited" data almost never means unlimited speed forever. In practice it means one of two things: a fixed high-speed data allowance per day that drops to a slower speed once you use it up (a fair use policy, or FUP), or a plan that genuinely resets to full speed every 24 hours with no throttle at all. Both are common on travel eSIMs and both are legitimately called "unlimited" by regulators, but they behave very differently once you're actually using the data.
This guide explains how fair use policies work, what "throttled" actually feels like in practice, how to tell which kind of unlimited plan you're looking at before you buy, and how co:sim's own plans are structured.
#How Fair Use Policies Actually Work
A fair use policy exists because carrying literally unlimited data at full speed for every customer, all the time, isn't how mobile networks are built to operate; a small number of very heavy users could otherwise slow the network for everyone else. Regulators have accepted this trade-off rather than banning "unlimited" branding outright, but they've penalized carriers for hiding it. In the US, the FCC fined T-Mobile $48 million and AT&T $100 million over how their "unlimited" plans handled heavy users — not for having a fair use policy, but for not clearly disclosing the data threshold that triggered slower speeds, according to CBS News's coverage of the settlements. T-Mobile eventually disclosed a 26GB-per-month threshold; AT&T disclosed 22GB.
Current thresholds on major US carriers illustrate the range: Reviews.org reports that Verizon reduces speeds after 500GB on some unlimited tiers, AT&T's base tier deprioritizes after 5GB, and T-Mobile's base tier includes 50GB of "premium data" before deprioritization. These are monthly, home-network figures; travel eSIMs typically use a daily allowance instead, since a single trip rarely spans a full billing month.
A concrete example from the travel eSIM industry: Airalo, a well-known eSIM seller, publishes its own unlimited-plan terms stating a 3GB-per-day high-speed allowance, after which speed drops to roughly 1 Mbps, resetting every 24 hours from activation. That's a real, named example of how a daily FUP is commonly structured — a fixed high-speed amount, then a slower but still-working connection until the next reset.
#What Happens After You Hit the Limit
Two different things can happen once you exceed a plan's high-speed allowance, and the label "unlimited" gets used for both:
- Throttled (still connected, just slower). The connection stays live but drops to a reduced speed, commonly still fast enough for maps, messaging, and basic browsing, but too slow for video streaming or large downloads. This is what both the FCC cases and Airalo's own policy describe.
- Cut off (no more data until reset or top-up). Some plans stop working entirely once the allowance is used, rather than continuing at a slower speed. This is a materially different experience from a throttled plan and worth checking before you buy, especially for a multi-day trip.
Neither behavior means the provider is being dishonest, as long as it's disclosed. The problem regulators have penalized is providers marketing a plan as "unlimited" without saying which of these happens, or at what threshold.
#How to Tell What You're Actually Buying
Before buying any "unlimited" travel eSIM, a plan's own page should answer three questions: what's the daily (or total) high-speed allowance, what happens after it's used (throttled to what speed, or cut off), and when does the allowance reset. If a listing doesn't answer these, that's a gap worth treating as a red flag rather than assuming the best case. A plan that states its numbers plainly, the way a co:sim Japan plan page does, is easier to compare honestly against a competitor's than one that just says "unlimited" with no further detail.
#How co:sim's Own Plans Handle This
co:sim sells more than one data structure, and it's worth being precise about which is which rather than treating "unlimited" as one thing. Some co:sim plans are Daily Unlimited: genuinely uncapped data each day with no throttle, resetting daily for the plan's validity period. Others are Daily (Throttle) plans: a stated high-speed daily allowance, after which speed drops to a reduced but still-usable rate — co:sim's own plan pages state that exact throttle speed rather than leaving it to fine print, and the site's own plan browser marks these with a "+∞" symbol next to the daily figure specifically to signal "this continues past the number shown, just slower." A third type, Daily (Cutoff), stops rather than throttles once the daily allowance is used, and a fourth, Total, is a fixed data amount for the whole validity period with no daily reset at all.
The honest differentiator here isn't that co:sim avoids fair use policies altogether — plenty of legitimate providers use them, including some co:sim plans. It's that each co:sim plan page states which of the four types you're buying and, for throttled plans, the exact post-cap speed, before you pay. If a plan doesn't fit your trip (say, you need a hard data ceiling you can budget around rather than a "keeps going but slower" plan), that's visible on the plan page itself rather than something you discover mid-trip.
#FAQ
#Does "unlimited" eSIM data really mean no limit at all?
Rarely, in the sense of uncapped full-speed data forever. Most "unlimited" mobile and eSIM plans are governed by a fair use policy: a stated amount of high-speed data (commonly daily on travel eSIMs, monthly on home-country plans) after which speed drops to a reduced rate rather than the connection stopping. US regulators have fined carriers, including a $48 million FCC penalty against T-Mobile and a $100 million penalty against AT&T, specifically for not clearly disclosing these thresholds, not for having them. A genuinely uncapped, never-throttled "unlimited" plan does exist as a real category too (co:sim calls this Daily Unlimited), so the honest answer is that "unlimited" describes two different things in the market, and checking which one applies to a specific plan is the only way to know for sure.
#What speed can I expect after a fair use policy throttles my connection?
It varies by provider and plan, but throttled speeds are typically still enough for maps, messaging apps, and basic web browsing, while video streaming and large downloads become impractical. As one real example, Airalo's own published policy for its unlimited eSIM plans states a drop to roughly 1 Mbps after the daily 3GB high-speed allowance is used. co:sim's throttled ("Daily Throttle") plans state their own specific post-cap speed directly on each plan's page rather than a single number applying to every plan, since the exact figure depends on the underlying network and package. Always check the specific plan page's stated speed rather than assuming one provider's number applies to another's plan, and remember that a throttled connection is a different experience from a cut-off one — you can generally still send a message or check a map, just not stream video comfortably.
#Is a "throttled" eSIM plan the same as a "cut off" one?
No, and the difference matters for trip planning. A throttled plan keeps working after its high-speed allowance is used, just at a reduced speed, while a cut-off plan stops providing data entirely until the next reset or a top-up. co:sim's catalog includes both: "Daily (Throttle)" plans continue at reduced speed, while "Daily (Cutoff)" plans stop until the next day. Both are legitimately structured, disclosed data plans, but they suit different trips: a throttled plan is more forgiving if you're not tracking usage closely, while a cutoff plan gives a harder, more predictable ceiling. Check which type a specific plan is before assuming either behavior, since the word "unlimited" alone on a listing doesn't reliably tell you which one you're getting until you read the plan's own detail page.
#Why do "unlimited" plans use a daily reset instead of a monthly one?
Home-country mobile plans bill monthly, so their fair use thresholds are typically monthly figures like the 22-50GB ranges reported for major US carriers. Travel eSIMs are usually bought for a single trip lasting days rather than a full month, so providers commonly structure the high-speed allowance per day instead, resetting at each 24-hour mark from activation or purchase. This makes a "3GB per day, resetting daily" structure, like the one Airalo publishes for its own unlimited plans, more useful for a traveler than a single monthly figure would be, since it gives a predictable daily budget rather than one large pool that could be exhausted in the first two days of a two-week trip. A daily reset also means a heavy-usage day (downloading offline maps, backing up photos over hotel Wi-Fi) doesn't permanently eat into the rest of the trip's allowance the way a single monthly cap would.
#Does co:sim sell any plans without a fair use policy at all?
Yes — co:sim's "Total" plans are a fixed data amount for the plan's full validity period with no daily reset and no throttle tied to a daily threshold, and its "Daily Unlimited" plans reset to genuinely uncapped data every day with no throttle mechanism at all. Both are distinct from co:sim's "Daily (Throttle)" plans, which do carry a stated high-speed daily allowance and post-cap speed. Since these are four different structures sold under one catalog, the type shown on a specific plan's own page, not the word "unlimited" or "data" alone, is what tells you which behavior to expect for your trip. None of the four is inherently the "better" choice; a fixed Total plan can suit a predictable short trip better than an unlimited one, depending on how much you actually plan to use.
