For an ordinary foreign-tourist trip to Cancun, use the official VISITAX portal to check and pay Quintana Roo's visitor charge, then save the receipt. Do not assume a hotel bill or airline ticket settles it. Check the legal exceptions if you enter through the state's southern border or arrive on a cruise with the relevant state fee already paid.
Cancun is in the Mexican state of Quintana Roo. VISITAX is the state's payment application for the foreign-visitor charge, administered by the Servicio de Administración Tributaria de Quintana Roo, or SATQ. The official portal's FAQ says the charge is mandatory for foreign tourists and explicitly includes children. A Spanish-speaking visitor is not exempt simply because they speak Spanish; the relevant question is the legal visitor category and entry circumstances.
There is an important qualification to that broad FAQ. The state Law of Rights, available through SATQ, exempts foreign visitors entering through the state's southern border. It also provides that proof of payment of the separate cruise-passenger duty exempts the passenger from the foreign-visitor duty. Do not turn the portal's short answer into a blanket instruction to pay twice.
For a conventional flight-and-hotel holiday, plan to complete the process and keep evidence with your travel documents. A co:sim Mexico data plan can help you access the portal during the trip, but it does not pay the tax or determine eligibility. A data-only eSIM is an embedded SIM for internet access, without an included local telephone number.

As checked on 5 October 2026, the state law sets the foreign-visitor duty at 2.50 UMA in Article 51-Octies. UMA is Mexico's unit of measurement and updating used for legal amounts. That statutory unit is not a dollar price. Review the actual amount and currency displayed by the official payment process for your transaction before authorizing payment.
This guide does not substitute an old peso amount, a currency conversion from memory or a reseller's total for the portal's quote. A third-party service may display a different total because of its own charges or conversion. Compare the itemized amount and the service being sold rather than assuming every search result quotes the tax alone.
For the governing text, use the SATQ legal library and the current Law of Rights. The legal text matters most when a short FAQ and a specific exception appear to conflict. If your residence or entry situation is unusual, ask SATQ to clarify it rather than inventing an exemption from your nationality, hotel or travel language.
Begin at www.visitax.gob.mx/sitio/. The portal identifies itself as the state application and offers payment and receipt recovery. Its FAQ also allows payment through companies authorized by SATQ. That does not make every website using the word VISITAX an authorized company. If you choose an intermediary, verify its authorization and charges before sharing passport or payment information.
Use the live form's instructions rather than an old screenshot of the checkout. The practical sequence is straightforward:
Make these checks while you have time to correct an error. co:sim data plans provide internet access without a local phone number; if your bank requires a verification method tied to your existing number, preserve access to that method. A travel-data purchase is not a substitute for your bank's authentication arrangements.
Treat different charges as separate records until a receipt identifies what was paid. The VISITAX portal describes the state foreign-tourist payment, while the Law of Rights separately addresses foreign visitors and cruise passengers. A generic line saying “taxes included” is not proof of a VISITAX payment in your name.
| Record you have | What to check |

Ask your accommodation or travel seller to identify its charge in writing if the wording is unclear. Avoid paying again simply to make uncertainty disappear. Equally, do not skip the state process merely because another bill contains taxes. Different labels and collecting bodies require different evidence.

The official FAQ directs users who cannot download their receipt to Recover your Receipt. It says to enter the passport number individually to retrieve the QR code. Use the same number as the payment record and check each traveler's receipt separately, even if you arranged the family's payments together.
Save the document on the phone rather than leaving it only in an open browser tab. Check that it opens when you are offline, keep a backup with your travel records and make sure the person who may need to present it can access it. These are practical preparations, not a claim that a particular airport desk will always inspect it.
If your record cannot be recovered, follow the contact details on the official portal. Do not send passport details to an unrelated account offering to “fix” the tax. co:sim can supply mobile data for accessing the portal, but the receipt and payment record belong to SATQ's process. Keep a usable offline copy for situations where an online session is inconvenient.
Arrange the check before travel or as part of arrival planning, instead of turning it into a last-minute departure task. The law describes the duty as applying when foreign visitors enter the state; it is not sensible to interpret online stories about airport checks as the legal deadline. Follow the current official payment instructions for your journey.
This guide does not claim that every departing passenger is stopped, that checks never happen or that a specific boarding penalty applies. None of those conclusions follows from the payment FAQ. Keep proof accessible, leave normal time for departure formalities and refer questions about your record to the authority.
If you are comparing connectivity options, the Mexico plan detail page is an assigned example to inspect alongside the destination list. Read the live allowance, validity and billing conditions; no connectivity plan changes the tax rules.
The current official VISITAX FAQ explicitly answers the children-and-infants question by saying all foreign tourists must pay. Do not rely on an old blog's age cutoff for an ordinary foreign-tourist flight to Cancun. At the same time, the state law contains specific entry and cruise-payment exceptions, so check the circumstances of the whole journey before treating the FAQ as the complete legal text. Keep each child's travel document details accurate in the payment record and retain the relevant receipt. A co:sim data-only plan can help an adult access the portal on a compatible device; it does not provide tax payment or make a family exemption available. If the form or a child's documentation creates uncertainty, use the official support channel before submitting incorrect details or paying a second time.
The official VISITAX portal provides receipt recovery, but preparing the document earlier is the more comfortable approach. Its FAQ instructs travelers to use Recover your Receipt and enter the passport number individually to retrieve the QR code. Save the receipt before leaving the hotel and check that the correct traveler can open it. co:sim supplies mobile data, not guaranteed reception at every terminal location, so an offline copy avoids dependence on a live session at the moment you need the document. If recovery fails, use the authority's contact details rather than paying again without checking the existing record. The availability of online recovery says nothing about how often an airport conducts checks. Keep the receipt with your other journey documents and allow time for normal departure procedures.
Changing your destination within Quintana Roo does not by itself remove the foreign-visitor duty. The official FAQ specifically includes Cozumel, regardless of the departure route. However, a cruise journey needs a more careful reading than a simple destination rule: the state law says proof of payment of its cruise-passenger duty exempts the passenger from the foreign-visitor duty. Ask the cruise operator which state charge has been paid and retain the evidence instead of assuming either automatic exemption or compulsory double payment. A hotel stay, a ferry ticket and a cruise-passenger payment are not interchangeable documents. For an unusual combination of cruise and independent stay, seek clarification from SATQ using your actual itinerary before making an unsupported assumption about the whole visit.
Keep the receipt saved, then choose co:sim data for your Mexico trip.

Travel TipsTake the Keisei Skyliner if your hotel is in Ueno, Asakusa or north-east Tokyo: it reaches Nippori in as little as 36 minutes for ¥2,580. Take the Narita Express if you are staying near Tokyo Station, Shinjuku, Shibuya or Yokohama, because it runs straight there, and the ¥5,200 round-trip ticket brings each leg close to the Skyliner fare.
Travel TipsTake bus 86 if you are travelling light, land before mid-evening and are staying near Hoan Kiem Lake: it costs about 45,000 dong and takes 50 to 70 minutes. Take a Grab if there are two or more of you, you have big bags or you land late, because one car to the Old Quarter usually costs about 230,000 to 320,000 dong and drops you at the door.
Travel TipsTake the KLIA Ekspres if you are travelling alone or as a pair and your hotel is near KL Sentral or a rail line: it reaches KL Sentral in 28 minutes from Terminal 1 for RM55, less 10% if you buy online. Take a Grab if three or more of you are going to a hotel away from KL Sentral, because one car fare usually costs less than three train tickets and drops you at the door.
