Pay the Bali tourist levy through the provincial government's Love Bali service, keep the emailed voucher offline, and handle your Indonesian visa and arrival declaration separately. A data-only eSIM (embedded SIM) from co:sim can help you retrieve documents and contact your accommodation, but buying mobile data is not an entry requirement.
The official Love Bali portal lists the foreign tourist levy as IDR 150,000 per person. The provincial government describes it as a contribution to protecting Balinese culture and the natural environment. It is not a visa, a hotel tax, or a ticket that admits you to temples and attractions.
Keep the amount in rupiah when budgeting. Love Bali notes that exchange rates fluctuate and bank charges can apply, so a converted amount shown by your card issuer need not match a travel blog's estimate. An intermediary's service charge is also different from the government levy. Starting at the government portal makes that distinction easier to see before you authorize payment.

Treat the preparation as separate tasks with separate evidence. A successful payment for one task does not complete the others.

Start the immigration check with the Indonesian Directorate General of Immigration's visa information. Check your actual passport nationality, travel purpose and intended stay. Do not infer eligibility from the language of a guide, your country of residence, or a friend's previous trip. A tourist holiday and paid work are different purposes even when both involve staying in the same villa.
For timing, the UK government's Indonesia entry guidance says to complete the free All Indonesia declaration within 72 hours before arrival and warns against alternative websites requesting payment. That source's visa advice is expressly for British-citizen passport holders; it is not a nationality list for everyone else. Use it for the declaration distinction, then confirm passport-specific requirements with Indonesian immigration.
Open the official All Indonesia service from a saved bookmark. It is an interactive form, so a page loading is not proof that your declaration has been submitted. Keep the completion screen or confirmation the service provides, and verify that the journey details belong to the flight that actually enters Indonesia.
The Love Bali FAQ recommends paying online before departure and says the levy voucher contains a QR code sent to the email address entered in the system. Prepare the passport and an inbox you can open without relying on a new phone or a forgotten password.
For a couple or family, organize vouchers by traveler name. Do not assume a single payment screenshot proves every person's levy was processed. If an agent handles payment, ask for the actual vouchers and match them to the travelers before departure. A tidy folder is more useful at a checkpoint than a long email conversation about who booked what.
If the payment page stalls, check the transaction status and inbox before trying again. The portal offers voucher verification and resend tools. A pending card authorization is not the same thing as a delivered voucher; repeated clicks can make reconciliation harder. Keep the transaction reference and use the official support channel if the status remains unclear.
The current provincial FAQ lists exemption categories, including certain diplomatic or official visa holders, crew and residence-permit holders. It distinguishes categories whose evidence can be shown from categories that require an application. Being a frequent visitor, traveling with children, or already having paid for a visa is not a reason to invent an exemption.
Read the category that matches your document and follow its process. If your circumstances are unusual, resolve the question before travel and keep the supporting evidence with the levy documents. The government notices page links the current provincial rules and payment guidance; an old screenshot of an earlier rule is a weaker reference.
The FAQ describes payment as once during travel in Bali before leaving Indonesian territory. For a journey involving departure from Indonesia and a later return, check the current rule rather than assuming the first voucher covers every future visit. A domestic side trip and a new international entry are different questions.

Your first useful connection is usually for a message to your accommodation, checking a pickup point, or retrieving a document you forgot to save. It need not support constant video uploads. Download your accommodation address, arrival documents and the surrounding map before departure, then reserve mobile data for changing information.
Do not build the arrival plan around a promise of continuous reception. Building interiors, terrain and local congestion can interrupt a connection. A screenshot of an address still works when mobile data does not. If the driver cannot find you, use a clear landmark and an agreed meeting point instead of sharing an unverified live pin from a weak connection.
For co:sim, check the chosen plan's coverage, billing-start rule, activation deadline and top-up support before checkout. If Bali is part of a trip through other destinations, compare the actual destination list on Asia data plans; the word “Asia” alone does not prove that every stop is included. Install using a reliable connection and follow the supplied setup instructions, including data roaming on the travel line if required.
Eligible new customers can also consider the separate Indonesia free-eSIM offer. It requires sign-in and a valid payment card for verification; the card is not charged. Read the live allowance and eligibility before relying on it, and remember that an Indonesia card does not automatically cover a stop elsewhere.
FREECheck the Indonesia free-eSIM offerPaying the Bali tourist levy does not give a traveler an Indonesian visa or replace the arrival declaration. Love Bali handles the provincial tourism payment and issues a levy voucher; immigration determines the permission appropriate to the traveler's passport and purpose. The All Indonesia declaration is a separate arrival task, even if a website links between services. Keep their confirmations separately so a levy receipt is never mistaken for immigration approval.
Before departure, check the passport details, permitted activities and travel dates against the official immigration guidance. If someone else booked the trip, ask which tasks were actually completed and obtain the documents rather than accepting “everything is included.” A package-tour invoice or an airline booking is not a substitute for the relevant confirmation. Travelers with a residence permit or another potential exemption should check that exemption's procedure instead of assuming that paying nothing automatically resolves the levy question.
A Bali levy voucher saved on your phone can be opened without mobile data, provided you downloaded the actual file or a readable image in advance. Test it in airplane mode while you still have time to fix the download. An email subject line or a link that opens a cloud attachment is not an offline copy. Keep the QR code clear and avoid cropping away the traveler information that helps identify the voucher.
A co:sim data-only eSIM can be useful for retrieving a missing message or contacting accommodation through an internet app, but it is not a requirement for paying the levy. It also supplies no ordinary phone number or SMS service. Keep another way to access any bank verification you need. For a group, share the appropriate documents privately and consider a paper backup so one empty battery does not hide everybody's paperwork.
For a co:sim travel eSIM, check the specific plan before buying early. Plans billed at purchase start their validity immediately and are non-refundable. Where an activation deadline applies, install and activate before that deadline: an unactivated card can be cancelled even if it was already installed. Do not interpret installation alone as keeping it available for a postponed holiday.
Under the refund policy, eligible paid, uninstalled eSIMs have a refund window of up to 30 days from payment, capped by the applicable activation deadline. Installed cards and free items are not self-service refundable. Top-ups require a reloadable card that has already connected and whose validity has not ended; running out of data alone is different from expiry. Check My Plans while you still have a connection. A top-up cannot rescue an expired card, and a new purchase does not fix an incorrect levy or immigration document.
Keep the official confirmations offline, then choose co:sim data around the trip you have actually booked.
